Importance of the bug (low/medium/high): High
Explanation of the bug: When you call 911, you get a message asking which services you require but when you say Police or Paramedic nothing happens.
Where is the bug (for example /help; PD commands)? /call 911

I'm quite certain that this bug is caused by this "fix". Theoreticaly, the 911 call is not being picked up by anyone, making it impossible to talk on the phone after calling 911.
- All accounts are now marked as offline when the server closes (Only previously an issue with rollbacks)
- Passengers are ejected when entering the VIP mod shop to prevent them getting stuck
- Using /leaveservice only changes your skin if you were on duty
- Talking locally when making a call (That hasn't yet been picked up) will no longer talk on the phone
- PD are now longer able to trace phones that are turned off
- The wrong name no longer shows when a phone begins ringing
- Rental bicycles now always have windows down
- Slight change to PD vehicle detection
- Newly purchased vehicles no longer sometimes spawn locked
- Tazer animation should now apply instantly
- All ranks of PD now get the "LSPD Message:" prefix when using /gov instead of some ranks getting "Government Message"
- Accepting a service job now removes your old job
- You can no longer take a driving test while your license is temporarily suspended
- Leaving / being kicked from the LSPD now removes your weapons (If you're on duty)
- Minor changed to some commands to reduce server errors
- Bug causing ownable vehicles to receive free lock upgrades
