Mayor punishing small business owners?

LOS SANTOS - Are small business owners footing the bill for the government's deficit?
Mayor Tsung has once again raised taxes on Los Santos business owners bringing the tax rate up to 26%.

When asked for comment, Mayor Tsung stated, "This city depends on the hardworking businesses to see us through hard times.
Once the city debt is cleared taxes will all be lowered to a manageable level that everyone can live with." 

Why should the small business owners of Los Santos pay a quarter of their profits directly to the government when income tax was lowered 5%? Why tax the successful more? Why isn't the government using alternate methods of fixing the debt?

A lot of questions, and so far, no real answers.

This is a ripoff! We are trying to lower the prices so the people are happy and that's what we get!

(( BTW, I don't get how the tax is working, because nothing is taken off my bussiness income. ))
